If you've ever been on a committee that was supposed to fix a problem or improve a procedure or even plan a company picnic, you know there's only so far you can go. Eventually, the boss or someone higher up someone in control of the money or people's schedules has to get involved.

Otherwise, the effort stalls, enthusiasm wanes. You can't keep meeting forever without some assurance it'll get you somewhere, regardless of the project.
