OLYMPIA - Vancouver and other cities and counties would be allowed to impose a fee of up to $20 on vehicle licenses to pay for transportation projects under a bill that passed the House late Tuesday on a 61-35 vote.

The measure is Vancouver's top priority for the 2007 legislative session. It would raise an estimated $3.2 million annually to help the city address a $14 million backlog of transportation needs.
