Vancouver City Manager Pat McDonnell will receive a 2.4 percent raise, retroactive to the start of the year, as well as a 3 percent increase to his retirement benefits.

The city council began its annual review of McDonnell's performance Monday night by giving him the same cost-of-living increase that nonunion city employees received for 2006.
