When a man armed with a knife and a bow stopped his vehicle on the Interstate 5 Bridge and got out about 3:35 p.m. Sunday, officials on both sides of the Columbia River went into action and thousands of motorists came to a stop.

Portland police, who were in charge, ordered the southbound lanes of the highway closed. They called in heavily armed SERT members and trained negotiators to persuade the man to give up without harming anyone, including himself.
