It's well and good that Vancouver Police Chief Brian Martinek is creating a system for identifying and dealing with officers who use abusive behavior and have other performance problems. The department's fledgling early intervention process is an example, as City Manager Pat McDonnell says, of a "progressive way of looking at policies and changing to meet the needs of the community."
But it's not so good that the Vancouver City Council is detached from the rare but damaging phenomenon of verbal or physical abuse at the hands of law officers.See the full content of this document
