OLYMPIA -- Advocates for the poor, elderly and disabled appealed to lawmakers on Monday to tap a portion of the state's revenue surplus and restore funding for social and health programs that were slashed in 2003.
Rebecca Kavoussi of the Community Health Plan of Washington said the state's health care program for the poor sustained a total cut of $750 million in 2003. Only about $150 million of that has been restored, she said.See the full content of this document
