When Laurie Hughes of Vancouver opened her Clark County Voters' Pamphlet for the Sept. 19 primary election, she looked in vain for coverage of the three state Supreme Court races and the statewide primary contests in both parties for the U.S. Senate.

"There are things on the ballot that were not in the voters' pamphlet," she said.
