OLYMPIA - The House and Senate on Wednesday unveiled what Senate budget chief Margarita Prentice called "a disciplined, frugal" supplemental operating budget.

It provides for a net $230 million in new spending and leaves $836 million in reserves to deal with a projected deficit when lawmakers return next year.
