SALEM, Ore. - As the Port of Umatilla readies a big new crane to upgrade cargo handling, Gov. Ted Kulongoski is pushing a separate "Connect Oregon" plan that could stimulate other projects that would encourage shippers to send goods down the Columbia River rather than overland by truck.

Umatilla Port Manager Kim Puzey hopes that if lawmakers endorse the governor's transportation bond program, it might provide the stimulus to help build a $3.6 million railroad siding.
