WASHINGTON The Senate skirmished inconclusively over immigration legislation Tuesday, with Republicans deeply divided over provisions relating to millions of illegal immigrants and Democrats maneuvering to avoid politically difficult votes on border security.

"I don't know that we're going to get a bill," Sen. Mike DeWine, R-Ohio, said at the end of a full week of debate. "It's tough."
