RIDGEFIELD Plans for a 40-acre industrial business park again are moving ahead nearly 11/2 years after the developer and the state deadlocked over wetlands regulations.

Now, the Washington state Department of Ecology has approved, with conditions, Greg Specht's plans to alter a contested 6.19 acres in his proposed Ridgefield Commerce Center. Specht, president of Specht Properties of Beaverton, Ore., says he expects in the next two months to complete purchase of the 40-acre site, southwest of Ridgefield Junction near Interstate 5. Road and other infrastructure development of the industrial subdivision could begin this summer and be completed later this year.
