Four square miles added to the north end of Vancouver's urban area last year should be opened to development, the Clark County Planning Commission decided late Thursday.
A so-called "holding" designation has prevented that land from being developed until officials determine roads, schools and other services are available. That designation has also been applied to 5 square miles of urban area added in other areas in a growth plan county commissioners adopted last year.See the full content of this document
