OLYMPIA - In an act sometimes akin to stuffing a note in a bottle and tossing it into the sea, lawmakers earnestly petition the president and Congress to act on issues beyond the reach of the mortals in the Legislature.

"It's hope; it's faith," said former Vancouver state Sen. Al Bauer. "You've got to have faith that the higher powers are listening to you."
