RAMALLAH, West Bank - Marwan Barghouti, a leader of the Palestinian uprising jailed by Israel but perhaps the strongest candidate to oust Yasser Arafat's old guard of politicians, plans to run in upcoming presidential elections, a person close to Barghouti said Saturday.
