SPOKANE (AP) The state will pay $4.5 million to the parents of a Spokane girl who suffered a fractured skull when the owner of a state-licensed day care center threw her to the floor for crying.

The award settles a $22 million tort claim against the Department of Social and Health Services filed in March by the parents of 2- year-old Hailee Rhoads.
