Compared with the elaborate and time-consuming processes required to change federal and state governments -- such as amending constitutions -- many cities benefit from a fluid and frequent reform mechanism.
Vancouver is such a city. Every five years, a Charter Review Committee is formed, and 15 citizens spend several months studying ways to improve the city government. Recommendations are made to the city council, which decides about forwarding ideas to voters. This method of municipal reform might seem a bit complicated, but as stated, next to other governments, the city's process actually is quite swift.
