It's potentially a groundbreaking, pay-to-play move to establish and permanently maintain 35 parks in the populous suburbs outside of Vancouver.

Some 100,000 people living in the arc from Hazel Dell and Felida on the west around through Minnehaha and Orchards to Fisher Basin on the east hold the power. They will get the chance to create a district and tax themselves so these parks can be developed and maintained in their midst.
