OLYMPIA -- Smokers and heirs of multimillion-dollar estates would pay for education enhancements, including the expansion of Washington State University Vancouver into a four-year school, under Gov. Christine Gregoire's first budget proposal.

"I like my budget," Gregoire said Monday at a press conference where she released a $27.6 billion, two-year spending plan. "I've invested in our children. I've invested in the future of Washington state."
