There was still an early spring chill in the air on the Saturday when at least 1,000 girls stood outside Eleanor Roosevelt Elementary School. Organizers allowed the teens into the gym in small groups. Once inside, girls could choose a dress. Gowns cost only $10 or were free for those who exchanged a dress.
