BREMERTON "Monique, make your Willy Wonka face," demands Kira Fitz-Williams. Eight-year-old Monique Chance squints her face up and sticks her tongue out at her best friend. Peals of little girl laughter ring out like bells jangling in the quiet, Central Kitsap air.
