With the memory of Sept. 11, 2001, still fresh, the U.S. House approved a plan Thursday to expedite emergency elections should a terrorist attack or other catastrophe kill 100 or more of its members.

Rep. Brian Baird, D-Vancouver, took some small satisfaction in seeing the House act on an issue he has championed for the past 2 1/ 2 years.
