U.S. Rep. Brian Baird will ask the House of Representatives to consider new rules restricting the casual exchange of secret information between members of Congress and Capitol Hill operatives who gather "political intelligence," then sell it to investors.

The growth of the political intelligence industry "threatens both the integrity of Congress and the integrity of the investment community," the Vancouver Democrat said. "My guess is that billions of dollars have been made and lost based on this kind of information, and it's never been tracked."
